Ukie has submitted a formal response to Ofcom’s consultation on its 2025/26 fees and penalties regime, advocating for a fairer and more proportionate approach that recognises the unique nature of video games services. The response highlights the fundamental differences between games and traditional audio-visual content and calls for a regulatory framework that avoids placing disproportionate burdens on the UK’s world-leading games sector, particularly for small and medium-sized businesses.
In our submission, Ukie urges Ofcom to consider a flexible, risk-based model that reflects how players engage with games and the role of platforms in moderating content. We also stress the importance of ongoing consultation with the industry and transparency around how regulatory costs are calculated and applied. Ukie remains committed to working closely with Ofcom to ensure that UK games businesses can continue to innovate, thrive and contribute to the wider creative economy under a balanced and practical regulatory system.
